It is I believe quite possible for a moderate drinker, who never unfits himself for the performance of his ordinary duties, to contract "alcoholism" therefore his reinstatement in the Police at the bottom of the list of European Constables - he having been cautioned that any further misconduct on his part would lead to his dismissal, I - regards to punishing the further recomm for his re-instatement being found unadvisable as other conduct having been an event such as would doubtless be favourably considered by the S. of State.
Care must be taken subject to the conditions that he be treated like those who have joined the Police since Sept. 1884, can early earn a pension after 15 years (instead of 10 years) inclusive of the years previously served & not already pensioned, in the absence of ill health.
